Evaluation

Prisma conducted the final evaluation of the Katapult Creative Accelerator Program, an initiative developed by the Armenian General Benevolent Union (AGBU, lead applicant) in collaboration with Creative Armenia (CA, co-applicant) and funded by the European Union (EU). The goal of the program was to catalyze Armenia’s cultural and creative industries ecosystem by supporting creative professionals and the enabling infrastructure that sustains them, thereby fostering a vibrant creative economy. 

The purpose of the final evaluation of Katapult Creative Accelerator Program was to assess the level of achieving the project’s outcomes as well as the impact of the project towards revitalizing the creative and cultural industries in Armenia. 

The evaluation approach has been guided by the OECD/DAC Quality Standards for Development Evaluation. The evaluation assessed the project against the key OECD/DAC criteria: relevance, effectiveness, impact, and sustainability.  

The evaluation employed a qualitative multi-method approach, combining document analysis with primary qualitative data collection through key informant interviews (KIIs), small group discussions (SGDs), and focus group discussions (FGDs). In total, 26 KIIs, SGDs, and FGDs with stakeholders and beneficiaries (e.g., program grantees, cultural institutions, enablers, experts, donor and government representatives, program staff, etc.) were conducted.  

The RAG (Red-Amber-Green) method was applied to illustrate the evaluation results and evaluate the program’s performance.
