Prisma conducted Final Evaluation of the Durrës Area Programme (AP) that has been operational in Albania since 2010. The evaluation specifically examined two programme cycles: Cycle 1 (Fiscal Year 15 – Fiscal Year 19) and Cycle 2 (Fiscal Year 20 – Fiscal Year 24). Over these periods, the programme prioritized key areas, including child protection, inclusive education, sponsorship, and initiatives aimed at empowering adolescents and youth.

The purpose of the evaluation was to 1) assess to what extent the projects implemented within the programme area contributed to the effectiveness and community vision for child well-being and 2) provide World Vision Albania and World Vision United States with learnings and recommendations:

The evaluation employed the following methods: document review, surveys, focus group discussions (FGD), key informant interviews (KII). The evaluation team analyzed project documentation, including Indicator tracking tables, annual reports, baseline and end-term survey results, and other relevant materials. A total of 8 FGDs were conducted, including Area Program staff, IMPACT club members, teachers, child protection partners from the Intersectoral Group, and with parents/caregivers. Also, 13 KIIs were carried out with key stakeholders from the Durrës AP programme. They were conducted with a range of stakeholders, including partners, parents of children with disabilities, school directors, administrative and educational representatives, the IMPACT club leader, and the Durrës AP Team Leader, etc.

The evaluation assessed the project against the key OECD/DAC criteria: effectiveness, impact, and sustainability.
