The “Establishment of a Technology and Creative Industries Hub in Kapan” project is a joint initiative between the Municipality of Kapan and the Simonian Educational Foundation (SEF) and, co-funded by the Delegation of the European Union to Armenia. The project aimed at enhancing market readiness and competitiveness among current and future generations, reduce emigration, and strengthen the economic potential of both Kapan city and the Syunik region.
The purpose of the final evaluation was to provide an overall assessment of the project’s performance in relation to achievement of the intended results and in terms of how they have been delivered to date. The evaluation assessed how the project was advancing, whether there were factors likely to influence the sustainability of the action, and identified key takeaways and practical recommendations that enabled SEF, its partners, and other stakeholders to enhance the impact of the project as well as future, similarly focused projects.
This final evaluation examined the project’s relevance, effectiveness, efficiency, impact, and sustainability. It drew on desk research, analysis of beneficiary survey data, and primary qualitative methods, including nine key informant interviews (KIIs), four focus group discussions (FGDs), and direct observation.
